New York City judge Peter Townsend Barlow was born in New York, the son of Alice and Samuel Latham Mitchell Barlow (1826-1889), an attorney. He graduated from Harvard College in 1879 and studied law at Columbia Law School, graduating in 1881. In 1886 he married Virginia Louise Matthews; they had two sons: Edward and Samuel.
